sick parrot

My brother's parrot cichlid has been sick for more than a month. We think it was initially beaten up by another similar sized parrot in the tank. It healed up a bit and was put back into the main tank and then got beat up even more.

Now he's in a 5 gal QT tank and looking more alive. But his wounds look ugly and seem like they would never heal (well it has looked a little bit better but it's been this way for a WHILE).

You guys have any idea what's wrong with it? Looks like fungal to me. Or maybe bacterial?
