Why Ever Change your Filter?

In my 10 gal I have a Penguin Mini BIO-Wheel filter. In my recent studies I read that you don't really need the charcoal that comes in each filter cartridge unless you want to remove something from the water, e.g., medicine. So I don't see that it would matter if it got old.

The rest of the filter chartridge is just plastic or whatever and you can rinse it off with water changes.

Nevertheless, I have been told that my past problems were in part that I didn't change it monthly. Is this correct?
