Sick loach?

Ive got three small loaches in my 35L tank, the water is perfect and two of the three loaches are beaut. One loach however appears to be really sick. Initially it seemed as if he was just quiet and needed a rest but its progressed to the stage where he is vertical, with his head in the gravel.

Ive taken him out and put him in a breeder tank. What puzzles me is his colouring is still bright. He looks really thin, and is rather wide-eyed. Previous to this he had been eating and behaving normally.
