"FREE" fish tank--really!

Hubby just brought me home a 'present'. Helped friend move and brought me an acrylic 30 gal hex tank w/stand, filter, heater, rock, thermometer, air pump, tubing, hood and light along w/assorted goodies...even an almost full container of frozen blood worms! However, it had been allowed to evaporate to almost 1/4 deep and has white scale @ halfway up. How can I make this clean enough for angel fish? Vinegar solution? Razor blade scares me w/acrylic. I'll disenfect everything that disassembles w/ a bleach solution and heavy rinsing but the tank itself is the main issue.
So it's really not free afterall--the cost is just in elbow grease, not $$ ;-)
