swim bladder disease

This may not apply to loaches, I'm not sure, but I have a albino shark which has developed swim bladder problems, He has been harrassed by a larger red tailed shark for months and could not come out and eat, He has been hideing in various places. Two days ago he started swimming erraticly, I scooped him out and put him in the q-tank, where he still is. Still swimming at the surface mostly upside down and curved around in a slight circle like he has a bellyache.
He won't eat, I tried tempting him with flake then blood worms, but no luck.
I have started treating him with booad spectrum antibiotic but so far, no change,
all water parameters are perfect, so I know that's not the problem. any suggestions???
