Is something wrong with my smallest clown

Hi, this is my first post and I need help.
I got an aquarium for my birthday back in early November. At the time it was a 10 gallon and I stocked it with a betta, 6 tetras, and 3 clown loaches. Since then I have upped my tank size to a 33 gallon to give the loaches more room.
Recently my smallest clown loach (who always was the runt of the three) has started behaving strangely.
It no longer feeds with the others (I never see it eating any more) and also swims by itself. It swims with a lot less energy than it used to and tends to spend a lot of time swimming near the surface and then letting
