Thinking of setting up a river tank

I'm thinking of setting up a river tank in my basement. The basement is unheated but the temp. stays pretty constant in the mid sixties year round. I'll probably add a heater to be safe and set it between 65-68 or so. I also have an old stand that would fit a 20 gallon long tank so I'd like to use this size tank. Here are some questions I have.
1) Since the tank is only 12" wide, would 3 return lines be sufficient instead of 4?, how many sponge intakes should I use, 2 or 3?
2) What size power heads would be appropriate for a tank this size (30"x12"x12")?
3) What are some good plants for this type of tank?

I'll take any and all suggestions. This will be my first specialized tank dedicated to hillstream loaches.
