Clown loach gasping with red gills

Hi,

i have been racking my brain. I have a clown loach a little over 2" long. He is gasping ( has been since last night ) he has red gills, almost looks like bleeding.

he is the only fish with these symptoms. my other fish are
77 gallon tank ( 4ft across, 18" front to back, 2 ft high )
1 gold nugget pleco ( 4" )
6 other clowns ranging from 2 to 4"
1 male kribensis
6 congo tetras
11 scissortail rasboras
7 black neon tetras
3 neritina natalensis snails
1 male guppy
1 female guppy
a bunch of feeder ghost shrimp

i have tested the water
ph 7.2
amonia 0
nitrate 0

i am out of ideas....

the only thing i could think of is we had a blue neon and a female guppy die this week and they were partially e
