Water problem

I got about 1.0-1.5ppm of NH4 in out towns water. I have to use 1 gallon of distilled water to two gallons of city water to cut out some of the hardness(cheaply). So, my question is will the Ammo-Lock 2 convert the ammonia so that the biological filter will convert it just as easily as it does the fish wee and STILL be safe for fishies. I am going to be getting zebra loaches(hard to find now--figures, now that I want to get them..sheesh) and don't think that adding ammonia to the tank during weekly water changes is a good idea to keep them happy. (even though ammonia converts FAST nitrite is a lot slower of a conversion for some reason.) My tank can clean up 1.0ppm of ammonia in about 8-12 hours and it takes way longer to clean up the resulting nitrite. (nitrite produced from that much ammonia is more than people think.
