Nitrate Level

I have a 29 gallon tank. It was set-up about
4 months ago. Since then, the nitrate level
is at 40 and I can't seem to change it. I do
25% water change every week and vacuum the tank every week as well. I am getting a water softener
installed in the next week or so with the reverse osmosis as the water where I live (Newmarket, Ontario) is very hard. My tank consists of 2 clown
loaches, one kuhli, 4 catfish, 1 african drawf frog, and one tetra fish.

Does anyone have any suggestions what I can do regarding the nitrate?
