Controlling tank temp on HOT days

Well, after more time than I care to admit, I am getting VERY close to having my 90gal (now with wet/dry & enclosed stand) back up and running.

I have TWO dilema's.......do I put it upstairs in the livingroom??.......or downstairs??????
Pro's and cons:
Livingroom:
Pro: Above ground(ie: I get some sunlight, so I wont get S.A.D.)
Con: When all windows are closed up on hot summer days, tank can reach the low 30's Celcius:(
Con: More risk having tank on main floor(with joists underneath) than in basment on concrete.
Basement:
Pro:Downstairs stays nice and cool,negating worries of how to cool tank.
Con: See pro # 1 above.

So, anyone have any words of wisdom on cooling tank w/o spending big bucks ??
Putting it downstairs would solve the temp problem, and I suppose one could always put in one of those mini- window aircon units, that way both ME and the fish would get to stay cool ??
