Hillstream Balitorids (Ballitoridae)

I'm not sure these fish are actually loaches, but I have been looking for information into keeping hillstream balitorids, I've read a couple of articles but I thought this would a good place to get some practical information on these fish.

There's a couple of questions I have:

I've read they need to be kept in fast flowing water throughout the tank, does anyone know of a good, cheap solution to this?

Are there other fish I can keep in the higher levels of water that will tolerate a constant flow of water at all levels?
