Clown Loach Minimum Tank Size

Hi,

I've been talking to someone who is currently fishless cycling a 70 litre tank. In the meantime they have 12 neon tetras and 2 clown loaches in a 20 litre. (6 of the neons and the 2 loaches were apparently added when the 70 litre had to be relocated and the owner understands this is not an ideal situation)

My main concern (apart from the serious overstocking of the 20 litre) is that the LFS informed this person that a 70 litre tank was fine for clown loaches. I haven't kept them myself, so I cannot say for definate, but I was under the impression that clown loaches should be kept in a minimum of 40 gallons.
