Skin problems

Hi, would be grateful for any help. Have two weather loaches, about two years old and 6" long. I am used to them 'shedding' their skin, but one of them looks very poorly at the moment, his skin seems to be 'bubbling' in places and is white of apperance. Does anyone have any ideas as to what this could be and how it could be treated? He is thrasing round the tank more than usual, it looks as though he is trying to scratch his skin. I am very worried, as he is such a character and I have grown incredibly fond of him. Any ideas would be gratefully appreciated - thank you.
