how do i get the Ph in my tank

to more normal levels....? right now there quite low and im jstu wondering waht needs to be done.. also i have noticed on y bigger tank that it has become very cloudy for no reason..even with watre changes this still applys..i vaccumed the gravel, changed the filter and still nothing is working... TIA
