Ultraviolet Theory

Several weeks ago I ordered a pair of JEBO 9 watt UV units. Upon arrival, I was amazed to find no instructions or info of any kind other than a box description of contents. Nor any response from JEBO emails sent, (which apparently is in China), nor any data on their website. So I'm wondering if anyone can help:
1) Since you're not supposed to look at the UV light when it's on, how do you know it is on and properly functioning? I notice that the transformer (large plug) has a little red light on top of it. I don't know if that is to merely indicate that it is sending electricity to the unit or indicating that UV light is actually on.
2) Since you're essentially nuking (radiating) unwanted microorganisms - that's good - but are you also in the process in any way contaiminating the water?
