Animal Welfare Regulations and Fish Stores

Hi,

I am curious. Has anyone ever heard of animal welfare regulations being applied to fish-raising? I went into one of the major pet store chains the other day, and they had a number of loaches of various types and of balas that were really thin - I mean, they had almost no belly at all... If dogs or cats were treated like that, the SPCA and Humane Society would be all over the store owner! The attendant said that the fish are not bought locally (southeast Michigan) but from some national distributor. Does this treatment harm the fish, or are they more resistant to food shortages than other classes?
