skinny clown loach

I've been maintaining our office aquarium (6 gallon freshwater, 5 guppies, a whole bunch of guppy babies, one small platy, and two clown loaches.) We originally had one loach but he seemed lonely so we purchased a second after reading that they do much better in pairs or groups.
The new loach was smaller and seemed to not be that into eating. He would sometimes just lie on top of the sinking pellet we gave them while the other loach would be gobbling them up. I thought maybe he didn't like that food so I tried algae wafers, freeze-dried tubifex worms, flakes, but still no luck. It's been many weeks now and he's still hanging in there but is wasting away. He's only about an inch and a half long and impossibly skinny, while the other loach is almost two inches, growing rapidly and getting fatter and
