Pangio anguillaris needs?

Our LFS just got in about 150 Pangio anguillaris, at least that's what they were called on the sheet from the wholsaler. I've looked in the Baensch atlas, and some images online, and it seems that's what they are.

My question is basically, how big do they get (I've seen sizes quoted between 6.5cm and 12cm/2.5 inches to 4.7 inches). Any experience on this? I'd like to try to work out what size tank they would need.

Also, any info on substrate? Is sand the only way to go? They have them in fine gravel in the store, so I am wondering what would work.

I saw with my own eyes that bloodworms are acceptable, as an empty tank suddenly exploded with 150 eel loaches coming out of the substrate to
